Would like advice on closing up the existing crawlspace air vents. A lot of debris enter into the nice clean crawl space; not certain if I need air circulation as a building code or possible attempt to change this region into a conditioned space by installing air duct / ducts to provide heat

After the big rains recently, all of sudden, we smell the "earth smell" from the craw space in many rooms of the house, especially the ones with hardwood floor.
